A wood structure was loaned to the county upon organization and selection of the county seat, but it was deemed unsuitable and was used only for county offices. Courts were held in a local school building until the 1849 courthouse was completed.
A.W. & E.A. Rush designed three Romanesque Courthouses with center towers in Indiana in the 1890's in Fulton, Pulaski, and Rush Counties. Rush cost ~ $250,000, Fulton ~ $150,000, and Pulaski ~ $50,000.
Mathew J. McBird also designed a courthouses in Carroll County completed in 1859.
Edwin May designed a jail completed in 1871.
